A solar panel puts out 21+ volts in the bright sun 
That difference,from 15 to 21 volts is wasted, cast aside with a regular old timey solar charger
MPPT uses that, turns the volts into amps, somehow, don’t ask me how
This is 7 in series, complications of 8 panels and a hail storm
So it’s 150 volts on a sunny day
And 15 volts, enough to charge  (each panel >2 v ) before the sun even comes up
